What is a MUD?

A municipal utility district is a small local government that Texas lets developers create where there is no city to provide water and sewer. The MUD sells bonds to pay for the water lines, sewer plant and drainage that a new neighborhood needs, then repays them over many years from a property tax on the homes it serves.

Once the neighborhood is built, the MUD keeps running: it operates the water and sewer system, and an elected five-member board sets its tax rate each year. Gleannloch Farms is in unincorporated Harris County, so its MUDs, not a city, provide these services.

Should I worry about MUD debt?
